The Surrogate Decision-Making Committee (SDMC) is part of the New York State Justice Center for the Protection of People with Special Needs. The SDMC program is authorized to provide consent for non-emergency major medical treatment and end-of-life decisions on behalf of qualifying individuals. The SDMC panels provide a quicker, more easily accessible, cost-free and personalized decision on behalf of individuals with disabilities. It is the only program of its kind in the nation. The SDMC relies on volunteers appointed by the Justice Center who have completed the training programs such as the ones offered through this program. The volunteers review requests for treatment and render a determination at a quasi-judicial hearing. The volunteers are indemnified by New York State and reimbursed for travel expenses for training and hearing participation.
